Create and template a transaction (useful for multisig)

We don't have HNS to test this, but in theory it should work. Let's just explain the arguments.

/sendhns <Wallet ID> <passphrase> <rate> <value> <address>

Wallet ID - Wallet Name

Passphrase - To encrypt the wallet

Rate - The rate for transaction fees. Denominated in subunits per KB

Value - Value to send in subunits (or whole HNS)

Address - Destination address for transaction
